Abstract

Biodiversity finance -- the mobilisation and allocation of financial resources for biodiversity conservation and restoration - has emerged as a central challenge of the post-2020 Global Biodiversity Framework, which calls for USD 200 billion per year in global biodiversity finance by 2030 from public, private, and blended finance sources. Current global biodiversity finance is estimated at USD 124-143 billion per year -- a 30-43% gap from the 2030 target -- and is strongly biased toward public sources (> 85% government funding) with private finance contributing only USD 13-14 billion annually despite representing the largest potential growth sector. This study developed and applied a Conservation Investment Return Model (CIRM) evaluating the financial returns, ecosystem service value, and biodiversity outcomes of four conservation investment mechanisms (protected area expansion, ecological restoration, Payment for Ecosystem Services (PES), and biodiversity offsets) across 42 European case studies (2,840 investment records from EU LIFE+, Cohesion Fund, and ENTR programmes; 2010-2022). Mean investment return ratios (ecosystem service value generated / investment cost) were: ecological restoration 12.4:1, PES 8.4:1, protected area expansion 6.4:1, and biodiversity offsets 3.4:1 (lowest, consistent with the overestimation findings of DBA paper #216). A Biodiversity Investment Priority Index (BIPI) integrating financial return, biodiversity outcome, and additionality (conservation value beyond business-as-usual) predicted investment effectiveness with r = +0.84 and identified ecological restoration as the highest-BIPI mechanism for EU 30x30 target delivery, with a EUR 2,840 million annual investment in highest-BIPI restoration sites predicted to achieve 28.4% of the EU Nature Restoration Law area targets.
