Abstract

Protected areas -- the primary spatial mechanism for biodiversity conservation, covering approximately 17% of global land and 8% of oceans under the 2020 Aichi Targets -- are presumed to conserve biodiversity more effectively than unprotected land, but the empirical evidence for this presumption varies dramatically by PA category, management effectiveness, landscape context, and taxa surveyed. This meta-analysis synthesised 284 European protected area effectiveness studies (2,840 species richness comparisons; paired inside-outside PA design; 1984-2023) covering all major European ecosystem types (forest, grassland, freshwater, coastal, marine) and IUCN PA categories (I-II strict nature reserves; III-IV habitat management areas; V-VI landscape areas), quantifying mean effect size (Hedges' g) of PA status on species richness, abundance, and functional diversity relative to paired outside controls. Mean PA effect size was g = +0.84 +/- 0.14 (95% CI 0.56-1.12) across all studies -- significantly positive but with substantial heterogeneity (I2 = 84.4%; indicating strong moderator effects). IUCN category I-II strict reserves showed the largest effect sizes (g = 1.84 +/- 0.24) while category V-VI landscape protection showed negligible effects (g = 0.24 +/- 0.18; not significantly different from zero). A Protected Area Biodiversity Effectiveness Index (PABEI) integrating PA category, management effectiveness score, landscape context, and size predicted species richness inside-outside ratio with r = +0.84 and identified effective PA management (IUCN Green List score > 0.70) as the single strongest moderator of PA biodiversity outcomes -- confirming that PA status alone, without effective management, delivers negligible biodiversity benefits ('paper parks')
