Abstract

The deployment of AI systems in consequential domains -- healthcare, finance, criminal justice, public administration, and critical infrastructure -- raises governance challenges that technical performance metrics alone cannot address. Responsible AI deployment requires frameworks that systematically integrate ethical principles, regulatory compliance, technical safeguards, organisational accountability, and stakeholder engagement into the full AI lifecycle from design through operation. This study analyses and evaluates twelve responsible AI deployment frameworks proposed by governments, industry consortia, standards bodies, and academic groups, assessing their coverage of eight governance dimensions: fairness and non-discrimination, transparency and explainability, accountability and redress, safety and reliability, privacy protection, human oversight, environmental sustainability, and societal impact. A structured evaluation instrument was applied by four independent assessors (ICC = 0.82). Additionally, a practitioner survey of 186 AI deployment teams across six industries assessed framework adoption, perceived effectiveness, and implementation barriers. Findings reveal that no framework provides comprehensive coverage across all eight dimensions: the EU AI Act framework achieves the highest composite score (6.8/10) but scores low on environmental sustainability (3.2/10) and implementation practicality (4.4/10). Industry frameworks (Microsoft RAI, Google PAIR) score highest on implementation practicality (7.4-7.8/10) but weakest on accountability mechanisms (3.8-4.2/10). Only 34.4% of surveyed deployment teams reported using any formal responsible AI framework; the primary adoption barriers were implementation complexity (58.6%), lack of tooling (52.4%), and unclear regulatory requirements (48.2%). A synthesised Responsible AI Deployment Checklist integrating the strongest elements from the twelve frameworks is proposed, organised into pre-deployment, deployment, and post-deployment phases.
