Marine Protected Area Effectiveness Evaluation

Marine Protected Areas (MPAs) are the primary policy tool for marine biodiversity conservation, yet their ecological effectiveness varies enormously depending on protection level, age, size, enforcement, and habitat characteristics, with many MPAs designated on paper providing little biodiversity benefit. This study conducted a comprehensive before-after-control-impact (BACI) evaluation of 84 MPAs across four European marine regions (Mediterranean, Northeast Atlantic, Baltic, and North Sea) spanning the full spectrum of protection levels (IUCN Categories I-VI) using 15-year datasets (2009-2024) of fish biomass (MEDITS and IBTS trawl surveys), benthic community composition (video transects; n = 2,840 transects), cetacean abundance (dedicated surveys), and seabird density. Fully protected no-take MPAs (IUCN I-II; n = 18) showed mean fish biomass 3.84 +/- 0.84-fold higher than paired control areas outside MPA boundaries, consistent with the 'MPA biomass ratio' expected for well-enforced fully protected areas in the literature. Partially protected MPAs (IUCN III-V; n = 48) showed 1.84 +/- 0.42-fold higher biomass -- significantly less than fully protected (p < 0.001) but significantly more than controls (p = 0.002). Paper parks (IUCN VI or no-take but unenforced; n = 18) showed no significant biomass difference from controls (ratio = 1.08 +/- 0.24; p = 0.42). An MPA Effectiveness Score (MPAES) integrating fish biomass ratio, benthic habitat quality, cetacean density, and seabird density correctly predicted protection level category with 82.4% accuracy. MPAES was significantly predicted by MPA age (r = +0.68), enforcement index (r = +0.74), and no-take zone percentage (r = +0.72). These results provide a comprehensive, multi-taxon, multi-region evaluation framework for MPA effectiveness assessment under the OSPAR Network of MPAs and EU Marine Strategy Framework Directive monitoring requirements, confirming that enforcement and no-take designation are the primary determinants of MPA ecological benefit.Downloads
